The Free IPVM Design Calculator Alternative for Schools, Browser-Based and EU-Hosted (2026)
If you design CCTV for schools and weigh whether the IPVM Design Calculator still earns its place, this page is for you. CCTVplanner is the free, EU-hosted alternative integrators are switching to in 2026. Same DORI math, bigger camera catalog, modern UI, vertical-specific workflows built in.

Designing schools? These are the friction points
Four pain points specific to schools
Safeguarding without surveillance creep
Hallway and entrance coverage protects pupils; classroom coverage crosses a privacy line in most EU jurisdictions. CCTVplanner generates a per-zone DPIA worksheet (Art. 35) inside the PDF — sign-off lives next to the design, not in a separate document.
Outdoor playground perimeter
A 300 m school fence with two access gates plus playground is not a corridor problem. You need Detect-DORI (25 px/m) reach across the yard. Most tools price-gate the wide-area planning; CCTVplanner does it free, on real satellite imagery.
After-hours and night vision
School cafeteria and stockroom break-ins happen after dark. IR-enabled bullet at the right mounting height delivers night coverage that survives 0.01 lux. Datasheet-verified IR range metadata in our catalog tells you the cone actually reaches.
Vandal-resistant dome selection
IK10-rated domes in corridors mean the camera survives a thrown sneaker. Filter the catalog by IK rating and the 100+ datasheet-verified flagships surface, with IK and IP ratings on each spec card. Most tools list models without surfacing this filter.
How CCTVplanner solves it
Built for schools from day one
Per-zone DPIA worksheet for safeguarding sign-off
Sales-floor-style assessment but per safeguarding zone: corridors, entrance, perimeter, playground, cafeteria, stockroom. Sign-off lives in the PDF.
Satellite map for playground + perimeter
Switch the floor plan layer to OpenStreetMap aerial. Trace the school fence, drop wide-FOV cameras at gates, watch Detect cones reach the playground edge.
Catalog filter for IK10 + IR + ONVIF
Filter by IK10 vandal resistance, IR range, ONVIF profile S/T, NDAA §889. The 100+ flagships expose every spec needed for tender-grade specification.
Free tier covers a real small school
A 6-camera plan covers a primary school entrance + corridor + perimeter. Test the math before you decide whether to upgrade.
Four wins specific to schools
33 languages for international schools
IB schools, international academies, multilingual staff — every regional admin works in their own language while the project file stays universal.
Local-authority tender-ready PDF
Multi-page PDF with floor plan, BOM, cable schedule, DPIA worksheet (Art. 35), cost estimate. Submit the file as-is to the LEA tender response.
NDAA §889 flag per camera
Avoid Hikvision / Dahua on US federally-funded school projects. The compliance flag surfaces on every spec card; the mixed-compliance validator catches mistakes.
Edge AI camera detection
Tag cameras with edge-AI features (line crossing, intrusion, loitering). Useful for after-hours alerts in schools where a security guard cannot watch 20 monitors.

The engineering behind the drawing
Everything below is in the product today, on the free tier, and none of it needs an install. Open it in a browser and check it against IPVM Design Calculator on a job you already know.
A full 3D site, in the browser
No install and no workstation. Walk the site from any camera point of view, with DORI silhouettes standing at the Detect, Observe, Recognize and Identify distances so the customer sees what the camera sees. Sun and shadow study for the time of day that matters, and one-click 3D PDF export for the people who will never open a design tool.
Coverage solved in 3D, not drawn on a flat plan
Every cone is computed from the sensor, resolution and focal length at the mounting height (1 to 20 m) and tilt you set, then clipped by buildings, fences and real ground elevation on satellite imagery. On a flat indoor floor a 2D tool agrees with us. On a sloped yard or a sunken loading dock it does not, and that gap is exactly where the blind spots are.
23 site objects that genuinely block the view
Racking, containers, concrete blocks, scaffolding, solar panels, trees, and the machinery a live construction site actually parks in the shot: excavators, cranes, concrete mixers, bulldozers, vans and pickups. Each one carries real dimensions and a vertical range, and the field of view clips against it with the shadow drawn on the plan.
Interiors: stacked floors, walls, rooms
Stack ground floor, mezzanine, plant room and roof as separate levels. Draw walls, close rooms and read the floor area back in square metres. Cabling routes between levels, the topology graph carries across them, and each floor exports as its own DXF sheet and PDF page.
Wi-Fi and radio links designed with the cameras
Predictive coverage for access points using ITU-R P.2040 wall transmission and a P.1238 margin, drawn as a heatmap over the same plan the cameras sit on. Point-to-point links are checked for line of sight against the buildings and terrain, so the wireless leg of the design fails on screen rather than on site.
Cabling engineered, not estimated
51 specified cable types with PoE budget from loop resistance, DC voltage drop, fibre loss budget with splice and connector allowances, coax attenuation per format, speaker line loading and conduit fill. Route length is measured on the drawn route and carries straight into the bill of materials, the cable schedule and the customer offer.
67 automatic design checks
The plan is validated while you draw it: DORI shortfall, blind spots, perimeter gaps, PoE budget and class escalation, cable length and category headroom, conduit bundling, fibre loss, thermal lens and pairing, EMC and environmental class, lightning protection zones, ONVIF profile mixing, NDAA compliance, bandwidth headroom and switch port capacity.
Deliverables a contractor can hand over
CAD-grade DXF (AutoCAD R2018 / AC1021) on named layers with BLOCK, INSERT, SPLINE, ELLIPSE, HATCH and DIMENSION preserved, inside an ISO 5457 sheet frame with an ISO 7200 title block. Multi-page PDF with bill of materials, cable schedule, equipment list, elevation views, coverage analysis, acceptance test protocol, maintenance schedule and the GDPR Article 35 DPIA worksheet.

Frequently asked
Where should CCTV cameras NOT be placed in schools?
Classrooms (during teaching), toilets, changing rooms, staff break areas — these cross EU privacy lines in most jurisdictions. CCTVplanner per-zone DPIA worksheet (Art. 35) flags each area's assessment so the sign-off trail lives with the design.
How many CCTV cameras does a typical school need?
A primary school with 200 pupils typically needs 8-12 cameras: main entrance, two corridor heads, playground perimeter, cafeteria, two stockrooms. Larger secondary schools need 20+ when corridors and outdoor sports facilities are covered. CCTVplanner free tier covers small primary schools; Installer handles larger campuses.
What IK rating do school CCTV cameras need?
IK10 is the practical floor for school corridors and entrances — survives a thrown football, kicked or hit with a small object. Filter the 65,000-camera catalog by IK rating to surface compliant models; the 100+ datasheet-verified flagships expose IK on every spec card.
Can the tool generate the DPIA for the local authority tender?
Yes. Every PDF export includes an auto-generated DPIA worksheet (Art. 35) per safeguarding zone — corridors, perimeter, playground, etc. The local authority DPO signs off without re-keying. Saves a separate Word-doc round trip.
